The National Training Agency (NTA) is the Umbrella Organization established by the Government of the Republic of Trinidad and Tobago to co-ordinate, regulate and monitor Technical and Vocational Education and Training in Trinidad and Tobago. We are seeking a proactive, results-oriented and high energy individual to provide professional HR/IR service to the organization.


The HR/IR Specialist develops and administers Human Resources plans and procedures for all company personnel and plans, organizes and controls all activities of the department's goals, objectives and systems. The HR/IR Specialist is responsible for co-ordinating and directing the Industrial Relations programmes and functions. The incumbent has primary responsibility for management, labour, and employee relations.


• Develops and maintains strong relationships with all levels of management.
• Advises management on various human resource related matters including but not limited to policy interpretation, performance and sensitive issues, and recommends changes to
  policies and procedures in keeping with legislation.
• Identifies staff vacancies, ensures vacancies are filled in a timely manner and in accordance with the Organization's recruitment process.
• Responsible for the development of a Succession Plan for the NTA
• Plans and conducts new employee orientation/on-boarding process to foster positive attitudes towards organizational objectives and encourage retention.
• Responsible for planning, directing, supervising and coordinating work activities of subordinates and staff relating to employment, compensation, labour and employee relations.
• Represents the NTA at Ministry of Labour and the Industrial Court as and when required.
• Responsible for ensuring the NTA's compensation and benefit plans are administered in accordance with existing Collective Agreements and the NTA's policies and procedures.
• Ensures the NTA's Performance Management and Appraisal System is fairly administered in accordance with the policy.
• Responsible for developing and implementing a company-wide Training Plan which assists employees in meeting the NTA's overall objectives.
• Works with the Board and Union to resolve labour related issues and encourages greater cooperation between Unions and Management
• Maintains an environment of trust and open communication, and ensures disputes are quickly resolved.
• Provides advice and guidance to management and staff that is consistent with policies, legislation and established protocols and procedures
• Sets standards and conducts performance appraisals on subordinates in accordance with the NTA's procedures.
• Ensures disciplinary action is implemented in accordance with existing Collective Agreements, legislation and the NTA's procedures.
• Responsible for leading the NTA's Collective Bargaining Process in accordance with outlined mandate.
• Prepares Departmental budget in accordance with NTA's objectives.
• Performs other duties as many as may be directed by Board and CEO.

• Multiple human resource functions including compensation, employee development, performance management, change management, industrial relations and recruitment.
• Strong interpersonal skills, good oral and written communication and presentation skills, time and resource management, strong leadership, team building, analytical skills and
  negotiating skills.

• To analyse data, policies and procedures and provide recommendations to management.
• Coach Supervisors/Managers on HR/IR related matters.
• Ability to organize and manage multiple priorities in a challenging environment with and timely manner.
• Administration of the company's human resource management functions.
• Ability to support the crafting of a vision and motivate staff to their best; emotional sensitivity to the needs of staff; the effective use of existing resources and team approach.
• Demonstrated knowledge, understanding and application of relevant rules, regulations, policies and procedures; level of support provided to staff in upholding
  the rules and guidelines that govern the department.
• Ability to work with others, consistent with organizational goals and objectives; identifies and establishes section/ departmental priorities; the promotion of positive public relations.
• Demonstrated willingness to actively listen and accept ideas of others/feedback; demonstration of effective interpersonal relationship with staff; and the level of interaction with
• Ability to learn from successes, failures, and experiences; relationships of trust, fairness, courtesy and respect promoted; demonstrates confidentiality in company affairs.
• Capacity to act promptly; to accept responsibility and to take independent action when required; demonstrated ability to adjust to changes in job, stress, deadlines, personnel or

• Bachelor's Degree in HRM or Industrial Relations
• Master's degree in HRM or related field.
• Minimum of 10 years as an HR Generalist in a unionised environment with five (5) years' experience in Industrial Relations.
